Actually rare earth's are neither rare nor unique to China. They are distributed world wide and we have plenty in the US that we could mine, we just aren't. The big challenge with rare earth's is separating them from each other. Because rare earth's all are very similar chemically. With rare earth's the outer shell of electrons is the same, the next inner shell is not, but since it's largely screened from the outside, it only minimally affects chemical interaction.
There was a book I bought some 10 years ago. It's called Red Alert. That was exactly what this story is about.

Rear Earth minerals aren’t rare, they are just hard to separate from the ore them come in. Sure they are concreted certain part of the world but they are definitely not rare.
The trade war goal of humiliating China into submission is unrealistic. That "easy to win" goal was based the fact that China is non-white and the Trump represents western whites and thus supreme. Late 1950s mentality is at fault here. China did suffer western invasions and humiliations for the past 100+ years, and it is a lot different today. It turns out that coal, and many of its byproducts, would be a good source of rare earth elements. Since we have enormous coal reserves and large dumps of coal ash, from which these rare earths could be extracted, we are not totally dependent on China for these materials.
