No one should have to pay a surcharge when we have a deadly virus floating around. Imagine not being able to afford the surcharge and getting the virus. If only we had another source of substantial income to run the NHS, I know, tax dodgers and off shore tax haveners might just pay the tax appropriately. Now that's crazy but it might just work.
